It is with heavy hearts, the family of Clarence Elmer Foster, of Dunstaffnage, PE, announces his passing which occurred on Sunday, June 25, 2023, at the Queen Elizabeth Hospital. Born in Charlottetown, PE, January 17, 1947, the son of the late Ray and Edna (Ellis) Foster.
